Is he is the apprentice under the apprentices 1961?

A Company intends to appoint 5-10 people as apprentices for 18 months in a factory who would look after machine operations. They may be absorbed if their performance is found satisfactory. If they are termed as apprentice, do we have to enter into an apprentice agreement or a simple appointment letter would serve the purpose? If they are termed as apprentice, I feel it will be governed under the Apprentice Act and a contract would be mandatory. Also there will be a lot of legal procedures to be followed.
Pls guide.
