Rented tenant problem

i am sorry about the previous message that came twice and trice because of internet problem,due to which the page was hangged,i am sorry,
i spoke to the chairman of the society regarding the tenant staying above that military guy and his wife who is using Verbal language,the chairman was not interested in listening to me at all,
instead he was telling that the owner of the house is your cousin brother who is on papers,but i told him that i am staying from 10yrs in this flat every one known about it,
i have ration card,election card,i pay the maintance of the flat with my money,since from 8 yrs,that doesnot mean any tenat coming from out can harras me or trouble me and this is a personal family problem in which you'll are no one to interfeer,
my cousin has taken the money of the flat from me where i have proof,i dont need to tell you'll about this,the chairman is telling that the other people also will tell that,
you are a tenant,i told the chairman that you need to prove it that i am a tenant,my cousin has written that i am a care taker of the flat,and i dont need to
prove any thing more than that to any one,i just want you"ll to tell that tenant to behave properly who has come 4month back,instead the chairman told me that both the tenant
staying above have decided to write a complain to your cousin brother i told the chairman that i am staying,i have no concern with my cousin brother now,because i have told
him that to give my house or pay me the money in today valuation,the money was taken in 1990,Rs 2,50,000,so you think............I told the chairman that if you want to support
the tenant who has just come 4 months back then i dont mind to fight with the society.........
sir i have been staying from 10yrs in this flat,i have been paying my building maintance through my cheque also and light bills,i have also receits.......can i file a petion inspite of my cousin
brother being the owner of the flat on papers,i have ration card ,election card,and strong proof that my cousin brother has taken th money regarding the flat.according to me my cousin wont go ahead in court
he will give me the flat because i told him that there are lot of people involved in this matter who are his real brother and friends also........that is secondary i told him that i will file a criminal
case also only after he files the case against me,so he wont do that..............that the reason the chairman and the members of the society are taking advantage about that,can you suggest me what can be done,
i have not yet given police complain about that tenant military family they are still acting funny.............the society was formed many years back around 15yrs but they have not followed any rules or regulations since date...
the tenant that come dont have society permission also,nor any police verification........can i include the chairman of the society also in the pettion
1)Staying from 10 yrs in the flat i dont have any rights,the possiontion of the flat is in my hand since 10yrs.........
2)i have no right to complain if i am troubled,by the tenant or the owner of the flat.
3)can i sue the chairman and the society inspite of my brother being the owner on papers, can i file a pettion against them
4)i have been told that since i am not the owner of the flat so i cannot file a pettion against the tenant or the society nor its member
5)the compalin the tenant making to my cousin brother will it make any different to me or can it creat a problem to me

Your query is not clear rather ambiguous hence I opine you may consult with a good civil lawyer with documents you have.

I have one solution for you. You get the flat transferred in your name. Until and unless title of the flat is not transferred legally in your name from your cousin, similar problems shall arise once and again. You have not written, how you paid Rs. 2,50,000/- to your cousin in 1990 and whether any agreement to sale was also executed or not?

Merely residing for a long period in a flat though in the capacity of a care-taker do no provide you rights equivalent to true owner of a flat. so resolve your internal family disputes and get your true and legal rights.

1) you have said you paid rs 2,50,000 to your cousin . no agreement is executed by your cousin in your favour

2) in society records your brother is owner . your brother has intimated society you are mere caretaker . merely paying maintenace dosent give you any rights on said flat
3) you cnanot sue chariman what wrong has society done . if your papers are not in order society cannot transfer flat in your name .

4) consult a local lawyer with your case papers .
