Investigation report differs

The builder had filed a false private criminal complaint against my husband and other person through a local court. An F I R has been registered. Even after providing necessary evidences proving all his allegations are false. The Investigating Officer has ignored the same. The report presented by police as per the notice of Human Rights Commission in Jan 2011 does not talk of statement of evidences recorded against my husband and other person. After receipt the report and our evidences were ignored while preparing such false report, I used RTI act and got the information police department, in the latest report of July 2011 submitted by the Investigating Officer to his senior official there is no difference in the earlier report submitted to the HRC but there is mention of statement of evidences recorded. As per RTI act obtained the copies of the statements recorded. I found that, statements were recorded in July 2010 of the complainant and his men mentioned in the petition. But, even after a year and half the matter is still under investigation and charge sheet is not filed. There is no doubt of corruption and influence used in the case. In this regard, can I question about the discrepancy found to the higher official for reinvestigation of matter etc or what else steps should I take for necessary remedy.
