for having made malicious statement before police

A Govt. servant had given a damaging, false, and malicious statement against his superior officer in an vigilance inquiry resulting to withholding of retiral benefits on the date of retirement and to till-date.

But, the police officials after inquiry,dropped the complaint, since, the complaint was baseless and could not be proved.

I have suffered mental torture, financial loss and diminishing of social status etc.,

What action I can take against the Govt. servant, since I wish to take both criminal and civil action. What is the period of limitation in both the cases

It appears that the vigilance case is still pending and you are not getting retiral benefits. These two problems have to be solved first. Give a notice to the head of the organisation and vigilance department to immediately discharge you from the false case on the basis of the police investigation report and restore your retiral benefits. If they will not accept this prayer, then you have to approach the court of law. Once, this problem is solved, you can ask the organisational head to take appropriate departmental action against the Govt. Servant, who put false allegations against you.

You can also file defamation cases in civil and criminal jurisdiction.

as is the case pending, solve the problem first and demand the disciplinary action against that public servant.
and also claim all the benefits, to whichever you are eligible.
and then initiate and institute the legal proceedings.
