I have registered for Ph.D. in one statutary University in June 2005 in the department of Commerce and Management. In June 2007, I have completed Pre Ph.D. theory papers and submitted final Ph.D. thesis in Sept. 2010. Now after 6 years, at the verge of my Viva-voce with open defense, University is raising dought regarding eligibility of my basic masters degree for admission to Ph.D . This is gross injustice with me. I have fulfilled all the eligibility conditions, submitted requisite fees, necessary documents etc.
What can I do in this situation?

file a Writ Petition under Article 226 of Constitution of India in High Court for Direction or Writ against University.

University has not taken any action yet. But it is learned that in Academic council of the University my proposal was rejected. However it is not communicated to me till date.
Whether I can approach to consumer court?

When it is communicated you can surely challenge the report in the high court in its Writ jurisdiction.

Your question presents only one sided story, that is from your side, but you have not mentioned anything about any communication received from your university about your admission and deposit of requited fee.
Also your question is confusing in so much so that there is a difference between objection on (1) original Masters Degree, as requirement of basic minimum qualification, AND (2) rejection of your proposal on acceptance of your application for admission, as eligibility creiteria.
So, please be clear first whether the university raised objection about your Maters Degree and they sent you the formal objection in writing about your degree OR the university accepted your Master's qualification and formally asked you to submit your PhD proposal thereafter by nominating an official guide/supervisor through whom you were supposed to submit the proposal paper?

If you had taken the admission in PhD after disclosing complete information, now no doubts about the eligibility is maintainable now and you can either reply to any communication made to in this regard or file a WRIT.
However, if you had taken admission with suppressing some information, then the university is right and can deny you the degree.
