Registration of sale certificate

sir,
in Tamilnadu what is the percentage of stamp duty to be paid for getting the sale certificate registered? .Is the registration of sale certificate is mandatory?

My query is whether it has to be registered or not.Because it is said that sale certificate itself is a registered document and need not be registered.Banks insist the auction purchasers for registration,but most of the purchasers do not register it.Pl throw some light on this issue as I have to guide my client over this matter.

It is Punjab National Bank which issued the sale certificate through sarfeasi sale,and my client does not want to register it as he would have to shell out another 2lacs apart from the sale price which is 18lacs.When bank told him to register it he contacted a lawyer who is a specialist in auction properties and he seems to have advised him against registering it.Iam in total agreement with Mr.Barman,but i wanted to find out on what basis could the above said advocate who is a specialist in auction properties have advised the auction purchaser?
