Regarding ta for central govt staff

SIR,
I am working as a ASST COmmdt in CRPF. I proceed to attend a Training programe at Coimbatoore. After finishing the Training course 17 days EL sanctioned to me, in which I am directed to report back to my HQ ie: DURGAPUR,KOLKATTA after availing the leave. After availing the leave at my home town, Kerala, I took Air ticket and travelled in Air INDIA from Coimbatoore to Kolkatta and report at HQ. After that when I submitt my AIR TICKET from Coimbatoore to Kolkatta for claim with TA bill during the training. The Department reject it with a clause in SR 134 ie: no journey during the leave is entitled for TA.Kindly inform me whether my claim is genuine, if genuine under which section of TA rule I can resubmitt this Claim.Whether the EL availed after the Tour period will be considered as continuity of Tour. TA rule 73 says that Tour will be completed only the Govt Servant return back to HQ. Kindly clarify this Doubt.

No the El after the completion of training is not a continuation of tour.

Difficult to comment on policy of a department. It is correct in their point of view.
if you feel that they are wrong, then you have to prove the same by stating correct provisions.

Dear Joseph,
Every department have their Service Rules. You have been sent for official training. After training your 17 days EL was sanctioned but your Air ticket i.e your journey by Air mode is not authorised after availing leave. There you may convince them or claim for a enroute leave. Otherwise forgo.

Your department had given a mechanical reply. You are entitled for the TA even when you are on leave.
In fact, you have saved a day's cost for the department, by travailing during your leave period.
Try to convince them.

As you started availing your EL from the place of your training instead of reporting your HQ first so that was done at your own convenience. The office is justified to deny your claim if its rules permit accordingly.

During tour coibatore was his official place of posting and he was to be paid TA/DA for return. If he has availaed leave at Combatore then it is not extentin of tour. Obviourly he is not claiming DA during period of leave. But since Coimbatore was not his normal place of posting he could not report back to coibatore as training was over and he was relieved. He simply returned to his HQ as he could have done 17 days earlier. TA is admissible and not the DA for 17 days.
