Procedure for ror.

My father bought a peice of land in 1980-81. He then mortgaged the same with LIC in 1984 for a housing loan which completed in 2004. Please note that the caste of the seller of this land was included in SC category on 1984-85 by the govt. of Odisha. However, now my father is dead and he couldnot get the ROR done till his death due to some delay on part of LIC to release the papers in original.

NOW AS PER THE TEHSIL OFFICE:
1. THE sale was effected in 1980-81 as per the records of 1914-15
2. The last settlement was done in 1983-84 and hence the plots would have changed. Hence as per the office, I need to find out the new plot details.
3. Since the seller caste has now been included in the SC category, getting registered a new saledeed is nearly impossible.

Now the question is how can I get the ROR done in my name, his only legal heir? Please advise the steps in detail.

The legal heirs of the deceased sellers can change the ownership in your name so trace them out so that the desired action may be ensured from them.

Mr. Makkad,
The problem is post 1984, The Tehsils have been advised not to accept/register sale deeds involving transfer of property from SC to general caste.

But your case pertains to the earlier period. In the given case, you can file a civil suit by giving a prior notice to the legal heirs of the deceased seller to the effect to get registered sale-deed in your favour.
