Trust into NGO

Dear Friends,
One of my friends has a registered Trust and he has applied at Delhi for NGO....
Can u guide me as to the procedure etc for this so that i can assist him in this matter.

Even i m confused...bcoz what my friends says is he has a Trust and he wants that trust 2b converted into NGO. I doubt here bcoz Trust itself is an NGO...right?
Or NGO is different?
