Disurbing commercial activity near residential area ?

Hi,
We are staying in apartment. There was vacant land adjacent to our apartment building.
Few weeks back, owner of vacant land has started Granite and tile shop in the vacant area.
The noise created by cutting and polishing of granites is very disturbing and irritatting. The family members are complaining of headache and elderly people are not able to take any rest during day.
The noise is not subsidizing even after closing Windows.
Whom we can approach and what can be done in this case?
Is such a disturbing and noisy activity allowed near residential area?
We are part of Gram Panchayat and not Pune Muncipal Corporation (PMC).
Please let us know how we can approach this issue.

You approach SDM of your area under section 133 of Criminal Procedure Code.
