SEC 98 CREATES SOME DOUBTS.IT SAYS SOMETHING THAT DIMINISH THE VALUE OF SENDING NOTICE.I MAY BE WRONG WITH SEC 98 THAT IT DOES NOT APPLY BUT AGAIN I REQUEST U ALL TO RECONSIDER AND GIVE ME NEW OPINION.
