Stamp duty liability when agreement value is lower than ready reckoner value

Is it seller's liability or buyer's or both to pay the difference if the agreement value is lower than the ready reckoner value of the property.

liability of both parties . generally agreement contains a clause that stamp duty and registration charges shall be paid equally by both

Check the Rules of Valuation pertaining to Stamp Duty. In WB, the SD is fixed by the Registrar. The difference in SD will have to be borne by the Purchaser only.
If your query is related to consideration between the parties, the ready reckoner value of the property is of no consequence.
