Illegal water connection on property with stay order

I had filed a case for cancellation of forged property documents and possession of my extended structure of my roof. The court has already given a stay order restricting the respondant to sell/rent or create any third party interest. The respondant has taken an illegal water connection on the same property in connivance with JAl Board officials. Can I file a plea in the court against the respondant that he had gone against the stay order. At this stage the witness cross examination is going on.

the court has restrained the respondent from creatig third party rights . court has not disturbed his posession of property . if he has taken illegalw ater connection complain to Jal Board . no plea to be filed in court
