If builder did not obtain Completion certififcate and flat sold then what is the position of flat owner in this condition.can he fight against builder? and what is procedure to get muncipality taxation

Completion Certificate is not mandatory before selling a flat not it is required for mutation of the same.
It is a technical thing which should be followed.
However some municipalities with CC does not give permission for water connecion.
Your relief lies before the Consumer Forum.

does the society have occupation certifcate . ?.if buidler has failed to obtain completion certificate move consumer forum against the builder . to direct builder to obtain completion certifcate .
