Which sentence has greater value

(Querist) 09 August 2012 This query is : Resolved 
Not withstanding anything contained in any other law "for the time being in force"

OR

Not withstaning anything contained in any other law.

Whether it is based on the passing of the year?

For eg., MCS Act, 1960 has the first sentence
and SICAct 1985 has the second sentence

which has greater value??

Both have equal value.

Even without mention of "for the time being in force" denotes only "any other law" being IN FORCE, not any repealed Act/law. So, no difference in value.
