Parking of two wheeler in stilt

Dear Sir, my building has limited parking area. till date society has not alloted any parking to any one, we park same on first come first serve basis. recently, one of the member had a argument with me that in stilt parking only four wheelers are allowed. Two wheelers are not allowed to park in stilt parking. further, he showed us a plan of our building from building proposal wherein developer has showed car parking in stilt. But this was just to explain govt that, this place was meant for parking. it does not mean that two wheelers can't be parked in stilt parking? please explain.
