If a person resigns from a govt. deptt.(C P S U) and the payment of salary for last months get delayed where should he approach before going to court in spite of applying in the organization again and again?

Represent ir not represent, no difference, as at first you would need to take no due certificate from the concerned sections, including surrender of your identity card and other company assets in your custody.
