Electricity bill pending

Dear sir,
i am from hyderabad. we have given out our property on rent on lease having an agreement for 1 year not registered with court.
the tenant has not paid us the rent for last four months and in the course of settlement we agreed to take less rent, we have served the notice of default. menawhile he called and asked for settlement for which we were ready.
the premises has his electricity meter attached (commercial in his name which has due of around rs 23000. we have asked him to clear the amount. he is saying that he will get into settlement with the dept. on which we dont rely.
my quetion to the experts is:
what is our liabiltiy...
2) if we allow him to do that what remedy shall we take ( because the matter will go on for months){can we get his signature on stamp paper as to any liability shall be on his account and the elcetricyty dept shall have no right to ask us
what are the chances of case in our favour if we book the case against him (he has not replied to notice which we served on him)

you must have taken a security depsoit . adjust electyricity bill against security deposit and refunf the balance .
you would be liabelt to electricity department for the dues as meter is in your name .
