Completion certificate - apartments

Dear Sir,
Please advise.

Our builder is asking us to take possession of our flat in Chennai without the completion certificate.

Is it advisable to go ahead.

What are the consequences of not obtaining the Completion Certificate?

It may be problem at the time of mutation in your name under concerned municipality,it is duty of builder, so you can take possession.

Possession may be taken on provisional completion certificate, however, it is mandatory to seek completion certificate which is part of builder's agreement/duty, must insist and retain some money of consideration till completion certificate.
Presently there may not be any problem but subsequently you will run around the authorities for completion certificate, therefore, it is imperative on your part to withhold some amount till completion certificate.
