Possession may be taken on provisional completion certificate, however, it is mandatory to seek completion certificate which is part of builder's agreement/duty, must insist and retain some money of consideration till completion certificate. Presently there may not be any problem but subsequently you will run around the authorities for completion certificate, therefore, it is imperative on your part to withhold some amount till completion certificate.
