Alteration of moa of a society

A Society registered under the West Bengal Societies Registration Act,1961 desires to alter its MoA.

The above Act provides that a society shall not alter its memorandum except with the previous permission of the Registrar in writing and the votes of three-fourths of its members vide Section 8.

Now my query is whether the meeting of the members be convened to get their approval,after getting the required permission of the Registrar or prior to that.
