If accused who is from other state & in a case is granted bail & has to arrange two local surities how will he arrange when he has no local contacts. what are the reliefs available .

There are million accused in India, from other state from Court, and manage the show.

Courts accept those surities of the outside area who get their property duly attested from the revenue officials with their photographs and signatures. Local surity is not mandatory under law.
