Transfer from joint to single ownership

I would like to know what is the procedure to change the ownership of a flat. my father's flat is currently in my father's and sister in laws name. Stupid of him to have done that, but he did it because of a loan. He wants to now make it Single ownership. Can you please advise the procedure, cost etc. He wants it to be done tactfully and remover her name and add my brother's name instead.
Please can you advise.

She has to gift her share in favour of your brother and this is only trick which she can play as we are not magician here.
