Locked stamp on registry papers

Sir, I got the offer to buy some property from the broker and also broker gave me the photocopy of the papers of the property
when I checked the papers in the sub-registrar court I found that on the front page of the papers of the property that is the stamp duty page there is a stamp of LOCKED is on the papers and when I checked on other papers of the property that on the back side of all the papers there is no sub-registrar stamp and no sub-registrar signatures and but also sir there are volume number written on the papers .So sir you are requested to tell me about the LOCKED written on the papers and also sir plwase tell me whether I will purchase the property or not.

ask the broker for clarifications . contact a lawyer to take 30 years search on the property .
