illegal occupancy of flat

I am architect by profession. I had done one SRA project in Mumbai. The project took 15 yrs to pass the file. Now the construction was started in 2011. Now I sent my fees bill as per the construction cost on December of the same month. Still now he had not made payment to me. I have charged interest rate as per rules. And I had refused to give them all final certificate and completion. Now some of the people started living from some 15 days without OC AND CC. In between society had sent a termination letter to which I replied as termination is not granted. Pay my fees or action will be taken.

What can I do ? Now some of these people started living their.
What should I do....

File a recovery suit.

And if rules permit that no one can reside there without the completion certificate then make an appropriate complaint to the concerned authorities.

not clear what is your greivance. is it only non-payment of fee?
