Car parking issue in a appartment in bangalore

Hi
I purchased a 2 bedroom flat,along with car parking mentioned in sale deed document. But builder is not alloated car parking to any flat owner.
It is a 30 flat appartment , in which 14 flats are belong to land owner. ON top of this BUilder build 3 more pent houses.
The issue is that he fenced some space ,so that he canuse it in future for his penthouse parking, and alos he kept as many of his cars in parking slots blocking for his owned flat car parking.
and some spaces are occupied by some flat owners who came early.
In my case i dont have at the time of purchase, so ididint occupy any, Now when ever our parents visit,and when we try to park one of the vacant space, he asked us take out,(he dint tell direclty to us, he asks security to do this, here the owner of security agency is acts like a goonda and talks infavour of him).
And one more point, we dont have any association formed , and one of the flat owner acts as a secratary (he never conduts meeting ,and never give details of his spending.)
The security agency owner acts as a goonda , and works only for those set of people.
By seeing all this i appraoched builder with whom i purchsed my flat, and asked him to provide my car parking, he got signed of my car parking slot number in a his construction company letter head.
when i approached the concern flat owner to vacate the alloted place afet showing that the slot is alloted to me, but he refused to vacate .
Please advice me how to solve this issue, against whom i need to fight legally, Please advice me on this.

send legal notice to builder to permanently
give u parking space as per sale deed clause for parking.

Parking slots cannot be sold and society is empowered to allocate those slots to its members as per its policy,

I have another question.
still there is no association formed . In a 30 flat apartment,land owner has his share of 14 flats,( rest are belong to builder.)And on top of that he build 3 pent houses .And he occupied most of the car parking slots with unused cars.
And rest are occupied by some falt owners who have cars, In my case i dont have car at the time of purchasing my flat, now we are planning to buy one car, land owner is not giving any parking space. And remaing flat owneres are in comfort zone as they have their places.
My question how i can get justice, against whom i need to fight.

Send notice to Builder and the society to allocate you parking slot as per its policy.
