Reservation on caste basis for govt services

Dear learned lawyers,

i have a quick query.
i want to know if there is reservation for some caste for state/central govt dept service/ appointments but if there are not sufficient candidates from that caste with eligible criteria (education, technical expertise etc.), can candidates from open category get qualified later on as these vacancies will not be filled by reserved caste/categories.

I.e. if the posts can't be filled by reserved caste/category, can it come down to open category candidates ?

Unfilled reserved vacancies have to be carried forward, as the quota systen has to be complied necessarily by recruitment of the reserved class candidates against such vacancies, may in some later year.

Absolutely agreed to Expert Dhingra jii...
If it relates to admission to educational institutions, then the reserved seat get converted to open category in the absence of reserved candidates. But in the case of jobs, this does not happen...

Mr. Amit,

Though reserved posts cannot be filled up by unreserved candidates on regular basis, but the departments are free to make short term arrangements by promotion on officiating basis from out of the lower cadres on seniority or seniority cum fitness basis, as per the provisions of recruitment rules, to pull on the day-to-day official routines.
