Whether investigating officer bailable warrant be issued by the honourable court

Dear Expert
Pls guide me.
1. That my case U/s 279,337,338,427 IPC is pending in the Court of Patiala for prosecution evidence.
2. That all prosecution witness examined except Investigating officer.
3. That Investigating officer did not come present despite the fact that court issued summons to him several time but he did not come due to inconivience with accused.
4. That on 19-10-2013 Ld. Court granted last opportunity to investigating Officer to appear on 28-10-13.
My question if if the prosecution evidence is closed without examining Investigating officer the very purpose of the case will defeated.Pls guide me what will I do now also intimate me any authotiry of supreme court & Punjab & Haryana Court in this regard also

If you are from defence side, then it would work for your advantage.
if you are from prosecution then insist on issuance of W/A for attendance of IO.
