i purchase a residential flat in howrah,kolkata in year 2004 but due to dispute arise between promoter and land owner registration of flat cannot proceed now i need to sale that flat pls suggest me what should i do

You are not supposed to waste time anymore due to such dispute.
They would not register the flat so easily and for doing this you have to file case in the consumer forum in Howrah.
The current President of Consumer Forum is very strict against this type of deficiency of services o=by the Developers.

If you have no documentary proof about your payment, either received from the Promoter or Land Lord, you will not be succeed in case of filing a case. If you have already a document accepting the alienation of the flat, you can approach the court for proper relief against your vendor, wherein you can add the other one as party to the proceedings.

sir i need to know that when i prepare a flat registration deed then whose signature i need in the deed to complete the registration procedure whether promoter or landlord or both party signature

All the documents regarding property need to be referred to give advise on the matter. What type of agreement between two existed and what type of agreement with you. Contact local lawyer.
