My cousin brought a flat in Pocharam Ghatkesar Mandal Builder is Gharonda Brahma
They paid the amount in 2011 and builder has not started construction till now in documents it was mentioned that builder will handover in april 2014 but till now no construction work is going on not even single slab
Please suggest how to get the money from builder

file complaint before consumer forum for refund of money paid with interest . also ask for compensation

I hard that for filling a complaint under consumer forum within how many years we need to file a complaint against builder?
amount paid on 21 Nov 2011 and last cheque paid on Jan 2013.
Also I heard we need to pay some % of amount in DD to consumer forum before filing case is that true
can you tell correct date of filling and queries on DD to consumer redresal
