Sdo has rejected my electrification

Dear Sir,
I had applied for Electricity connection on 20.01.2014 for my rental shop Pristi’S Corner, 10/56, Vikas Nagar, Lucknow.
For this applied connection. I got my Registration No- 9898696016 on date 22.01.2014.
Also bill of 2600 paid on 15.04.2014, of receipt no. 989869618953 in the name of RAJESH KUMAR PANDEY, HOUSE NO-10/56, VIKAS NAGAR, LUCKNOW.
But till date Electrification not happened, even I had sent two application earlier to SDO regarding delay in Electrification in my Shop on date 07.02.2014 & 20.02.2014. Also one to chief Engeener LESA On 25.04.2014.
Aggrieving by the aforesaid region I preferred writ petition before Hon’ble High Court of Allahabad, Lucknow bench, Lucknow.
Hon’ble High Court has passed the order dated 12.03.2014.Also Executive Engineer has passed order for connection.
But Despite Hon'ble High Court order and the order of Executive Engeener Dated 11.04.2014,
SDO has refused to comply of Hon’ble High Court order Dated 12.03.2014 and told me to bring the Original rent agreement not the xerox copy to attach on application.
Now what can I do?

File contempt petition is the high court and see its speedy implementation.

I agree with the expert advise of Mr. Devajyoti Barman. The department (electricity) is required to be woken up through contempt of court petition.

Sir, Original rent agreement is with my landlady and she has cheated me. Not allowed my electification after my investment and now she is pressuring me to quit.Thus I have filed writ before HC and as per order of HC I had applied for electridication.

Then in that case, first you have to proceed against the land lady in a civil suit for declaration and for specific performance. Writ Court will not be able to give direction to the Electricity Department to act on the basis of photocopy of the rent agreement. (However, if the rent agreement is registered, then you can obtain certified copy of the same from the registrar's office and file it before the electricity department). You must appreciate, that so long as you are not the owner of the premises, you have to satisfy the electricity department as to on what basis you are seeking the connection. If it is based on your tenancy, then you have to produce the rental agreement. Electricity department is quite right in insisting on such a document.

The contempt case will be of more help than a case before the consumer forum. You may follow the advises suggested by Mr.Anirudh.

you need to produce original rent document to prove you re the right person to get the connection. contempt may not be possible to proceed, you failed in your baic duty under Art 51A of constitution
