Sir/Madam,
I want to know whether a PIL can be filed against a Central university for creating a particular department in it. since a Central University is running a bachelor course since 25 years on self-finance basis in which the teaching and non-teachnig staff is paid for their extra work. The classes are conducted in the evening therefore, this extra payment is considered a good income for these staff, therefore they are not interested in creating a full-fledge department, as they will lose their extra income which they get with litte efforts. But due to this the students are facing problem in their PG Admissions and also facilities provided to them are poor, faculty are not serious in thier teaching activities.
Thus I want to know whether a PIL can be filed for creating a full fledge department as it will benefit number of students.

I am not sure whether this is fit enough for PIL.
However if any particular candidate is aggrieved by this method then he can file regular Writ petition in high court.

Better approach the VC of the university to consider and get the matter approved.
