Pay protection while moving from private institution to central government

Dear Sir,
I had worked as a Lecturer(Feb’2006 to sept’2011) in a private engineering college affiliated to a government university for 4 years 7months, until I joined a Central government university as Assistant Professor. The last basic I had drawn in the private college was 19056/- whereas I joined as a fresh entrant in the Central Government University with a basic of 15600/-plus two increments for MTech. I had applied through proper channel. But my request for pay protection was rejected on the grounds of my previous institution being private and I was told that I would get only count of service benefit.
Can you please let me know if I am eligible for protection of my basic pay?

no such provision to protect salary given by Govt employer.

Sir,
I would like to add that I had the same designation, same pay scale and same responsibilities at the previous organisation which though private, is a reputed one and holds aicte accredition. Also I had applied through proper channel.If still I should not get protection of my basic, for my satisfaction, can you please let me know the rules/regulations which states that such a case should not be provided with pay protection?

I have also seen that in certain government universities pay protection is provided to people coming from private colleges as well as from the industry. May I know Sir, what exactly is the rule?

Depends on byelaws from University to University. All Universities, necessarily need not have similar regulations, as being autonomous in bodies, normally have their own rules and regulations.

Thank you Sir. But is there no scope or chance of getting the protection? I will be losing 4 increments.If you can kindly enlighten me upon the situation.If there is any scope, how should I proceed?

Mr Dhingra has clearly advised you to go through bye laws of the university.

previous organisation though reputed but is private.
