Sir in our organisation one employee was under suspension w.e.f. Jan-2004 to 2007 and he retired during 2008. He was imposed with a penalty of stoppage of two incrments with cumulative effect. Now what can be done because this punishment cannot be implemented with and he has retired from service. please advise.

You have not stated the date of order awarding penalty. If order issued after retirement of the official, just intimate the disciplinary authority that the orders being inoperative cannot be implemented, as the employee has already retired before issue of the order.

Penalty can not be implemented, Forget about it, the employee is retired.

Sorry to differ with opinion of members to "forget about the order." Official orders issued by the disciplinary authority cannot be ignored. Response is a must. Implementation of order or the reason for non compliance to be reported back to the competent authority cannot be ignored on the part of the Accounts Officer.
Forgetting can only lead to defiance of orders of the competent authority resulting in to indiscipline on the part of Accounts Officer and attracting for a Disciplinary Action against him and appropriate penalty for non-compliance of orders or reporting back about inoperative orders.
