I want to start my pest control services in mumbai.

for this what is criteria for registration & who can provide services of pest control

i am graduate from commerce, shall start and registered for this service.

you have to decide whether you want to start as proprietor or as firm or as company .

obtain licence under bombay shop and establishment act

you have to obtain licence from the shop and establishment act, Commercial tax ,income tax, if any service related work then obtain from Service tax department too.
Are you going to commence the business by Way of proprietorship . partnership, or pvt ltd .

Agree with the experts. Since you would be using material which may be hazardous to human health if used overdose, find locally whether municipal license for this is to be taken or not and if applicable take the licensee or permission.
