Can a birth certificate and death certificate have the same registration number.

How can a Birth Certificate and a Death Certificate of the same Municipal Corporation of any state in India give the same registration Number. For e.g. can a Municipal Corporation issue a Death certificate with the same Registration Number which has been given to a Birth Certificate of the same Municipal Corporation of the same city in the same year.
Birth Certificate, Death Certificate, Driving License of individuals in India come under the Civil Registry Act of India which clearly states that these Registration Numbers are Unique & 1 person's number can never be given to another person in any state or city of India. Please give a specific convincing reply.

Can you please explain in what why it is a academic query? 2 different certificates given the same registration number by same municipal office.

Undoubtedly it is an imaginary and acedemic query, however, there are different series of numbers for birth and death certificates in separate folders/ registers in MC, which may per chance be same but in different register, nothing wrong.
It is not a legal query to be posted on this platform, donot repeat please.
