False allegation of kidnapping... fir not yet registered

My clients are : Father and Younger-son
Brief facts are :
A family consists Father, Elder-son, Younger-son, Elder-son's Wife and Elder-son's minor son.
Elder-son got married 8 years back and blessed with a son. At present the age of Elder-son's son is 7 years.
One month back, Elder-son ran away with his minor son at some untraceable location.
Now Elder-son's Wife is harassing Father & Younger-son (with the help of police ) on the allegations that they both are aware of Elder-son & minor son.
Elder-son's Wife alleging Elder-son kidnapped his minor son with the help of Father & Younger-son. FIR is not yet registered.
Therfore, police is harassing both of them.
Please suggest, what is the legal remedy available to protect my client as per law.

lodge complaint against harassment before supdt of police . if no action is taken lodge complaint with Commr of police against the inspector of police station who is harassing your father
