illegal construction by municipal councilor

I'm from nagari municipality in andhra pradesh my ward councilor constructing commercial complex without any approval from municipal office. that property which he is constructing belong to his mother.whether I have to file complaint on him or on his mother?

mother is owner of commercial complex . lodge complaint against the mother with corporation for demolition of unauthorised construction

You can highlight the issue through press/media and also lodge a complaint against the irregularity with the Municipal authorities simultaneously.

I have similar opinion, lodge complaint against both of them, involvinng Municipality also.
Can seek mandatory injunction as well as writ of mendamus from HC.

Councillor is moving file to municipal office for approval. He has almost finishing construction. i can given complaint to municipal office ..municipal commissioner has taken my complaint ...another side commissioner is support to councilor ..commissioner has taken building plan approval fees ..whether I can move to next step?
