A few of your questions are of merely academic nature. However, reply to each of your questions is as follows:
1.What should be minimum increment and when.
Ans: Not fixed. Depends upon rating of your periodical self apparaisal
2.is any rules for old employee salary will be less than new employee salary under that senior.
Ans. No such rule.
3.Why the salary divided under may column for theft the tax.
Ans. Your query is not clear. Also the query has no relevance, unless you have any instance of theft of tax by the company.
4.What should be minimum basic salary.
Ans. You belong to an officer cadre for whom no minimum is prescribed, while the minimum wages are fixed for worker/labour class employees, which also differ from state to state.
5.why when the market (Stock exchange)fall down our increment stopped by company.
Ans. Answer can be found only by reference to your terms of your employment.

As regards your statement, "more manay queries I have.....", if you have many more queries, it would be better for you to hire services of some local expert by payment of his consultancy fee for replying your queries, as replies to your general queries may not help you. Detailed examination of terms of your employment would have to be referred before appropriate opinion could be formed.

The United employee can take up issues with management thru employee's unions, trade unions, works committee ....
The union's in private sector are also effective......
When unions represent issues are addressed.
If you are young and not overage do try in promising sectors ....and try for better opportunities....
Don't stagnate with one employer if you are not satisfied...
