Refuge Flat!

I stay in a CHS in Kalyan, Maharashtra. Our building is of 15 floors and the builder has provided a refuge flat on the 8th floor. Now;
1. This particular flat is being used to conduct "Satsangs" by a group of members.
2. Many of us had raised this issue in the AGM, but the management committee has decided to call an SGM to discuss this issue and take a vote on whether this activity should be curbed or not.
Isn't the use of refuge flat for any other use than taking refuge during a calamity, illegal?
If yes, is the management committee within its rights to call for an SGM to decide this?
Where should we complain to end this illegal use of refuge flat by some members?
Please advise.

Who is the owner of this flat?
Anyone can stay in a flat if the owner has got no problem.
You or other flat owners can intervene only if you suffer any discomfort or nuisance from their conduct.
Clarify on this aspect.

refuge area is to be used for emergencies. wait for decision in SGM . youcan oppose decision in SGM

The society has agreed for the SGM, wait till it happens and decision is taken in it. If aggrieved, may move to cooperative court.

You should participate in the proposed SGM as a member, raise your voice and concern over the issue and emphasise that the activities going on in the said refuge flat is a big nuisance, raise strong protests and wait for the decision.

Thank you so much for the advise. Let me clarify further.
1. If this goes to vote in the SGM, chances are that the society will allow this use as majority of the members belong to a particular community which organises this satsungs.
2.My question is not about the nuisance it creates, but whether the refuge areas can be used at all of any other purpose apart from taking refuge during a calamity? Is there any law?
Please respond at earliest convenience.
