Affiliation

I had applied for permanent affiliation of a school in 2001 for whicj the board had done survey and recomended for providing permanent affiliation but due to certain internal issues the affiliation was granted in 2009. Now i want the affiliation to be awarded from the date of application. Can anyone help as to if there maybe any GO or any way I can challenge the order so that the affiliation may be awarded from the date of sybmission of application as then the board had already recommended for providing Permanent Affiliation.

1. Despite the fact that the final approval was given after a prolonged period off through investigation, then such approval of affiliation in fact is to be deemed to be effective retrospectively form the date of such application made for such precise purpose. Only laws can have retrospective restrictions. This is was a procedural requirement and the date on which such application is made will be then be deemed as the date from wen the affiliation was given.

2. This question of law can be motioned before the H.C. through civil misc. application and the ruling obtained from the H.C. would stand binding.
