Regarding patta

There are more than 300 people living for more than 30 years in karadu hills in tamilnadu.most of them having voter id,ration card,eb connection,aadhar card etc.besides all of them paying property tax to tamilnadu government.being a karadu hills whether it belongs to tamilnadu forest or poramboke land.Recently the collector,thasildar etc came there and take measurement of road adjacent to the said place.the people are in afraid of evicted from there.is it possible to get patta.please clarify
