My cousin received a summon which has petition filed in court so the property can not be sold or transferred.
Does that mean the stay order is passed or it is just a notice. Does the Judge has to review both side case before he issues stay order.

You got only the contention of plaintiff that what he want from Court. Now you are to reply that the demands of plaintiff is not proper in law and how you have right adverse to plaintiff.
Then the court will hear summarily both parties and will give an order that what to do with subject matter of property untill the suit is finally decided.
This order will be given in writting by the court stating its reasons and it is generally in sufficient length say 3 to 10 page order.
It is in common language called stay order.
