Not submitted tc and legallity of degree

Hi sir,

My friend joined Professional Course in 2007 , completed successfully 2012.

while joining the course (2007), he wrote requestion letter to previous institute for transferring TC to new institute.

but till now,the previous institute has not sent TC to new institute. ( No TC submitted).

what is the legality of the degree?

TC is not the criteria for obtaining the degree, Since you are attending the course regularly.
