Noc from society for passport verification in police station

Sir I have all the documents . Just need to know is society noc compulsory for passport verification in police station. As im the owner . Have some dues pending with society they will not give me the noc.

Sir,
It is not NOC, but usually Police authorities demand proof of residence for a passport and only the society can give you a proof of residence.

NOC is not mandatory . In this way police is putting Society in a position which can stall passport.
