My son expired in car accident, he had a court married at Bandra court. The form did not have either photos of husband and wife nor witness signatures.
There is only a notarised copy of marriage agreement.
Could it be legal marriage document?

Marriage agreement notarized may not be acceptable before law. Court marriage, registered marriage, marriage through customary system is legal. However, you should consult local lawyer and show him the documents.

Court marriage is a registered marriage and in such your submission that the document is not witnessed or it contains the photos of the couple is not believable. These things might be in the official file of the Court and perhaps you do not have access to them except the notarized marriage agreement. This is one aspect.
On what basis you conclude that it is a court marriage when you say that it is notarized marriage agreement?
What is your present problem? Only to avoid her rights on the property and compensation as pointed by learned co-expert Mr.Rajkumar?
Anyway before posting the query you have all relevant papers on hand and your query is not based all the papers. Show these papers to local advocate who can guide you.

The querist is not clear in his expression,I feel he is not disclosing the true facts for a better analysis by the experts.
Without photos,witnesses,how can it be notarised and be called a court marriage.I sail with the views of the above legal experts.

Firstly you categorically admitted that your demised son married a girl from Bandra Court. If the fact is true then one can easily infer that a court cannot indulge illegal marriage and acceptance thereof creates its legality. In that event subsequent marriage agreement if any made before Notary Public stands as supportive evidence.
Under the above material facts the wife of your deceased son is entitled to all benefits , privileges and rights over all goods & assets of her husband.
