sir a government teacher made scam of lacs of rupees of government in the construction of school and in other welfare activities such as mid day meals scholarship etc. he vanished all related documents so i would like to know that can i file a case in district court against him as a citizen of india before that i made several complaints including secretary level in lucknow but nothing happened please suggest me what shall i do .

Yes, you can make a complaint with the court or the competent investigating agency etc. But ultimately, it is a question evidence.

If you have proofs lodge complaint with the education department, vigilance department, complaint with the magistrate.

first use RTI to gather details as to ho/how much money sanctioned to him for which purpose and when/how he embezzle. How documents vanished what proof he has that he spend money correctly after these documents have vanished.
you say he embezzled money where did he park/invest money whether intimated to the deptt or not.
