Rights of tenant in pagdi home

Hi Team,
Wanted your guidance regarding the right of tenant who is holding a pagdi home for 30 years, however since last 3-6 years if the person has moved out of the pagdi home and has shifted to new house but continues to hold pagdi home and visits the home twice a week spending approximately 4-6 hrs a week for checking and collecting his letters and correspondence which are still received at his padgi home , will that be considered as vacant property as the new landlord is forcing the tenant to vacate the him and surrender the property to him as he wants to do redevelopment of the building. What should the tenant do to continue his claim of his property and avoid vacating the place. What are the legal remedies for tenant. Neither the old landlord has given in writing abt he selling the building to new landlors nor has ne landlord given anything in writing abt he possessing the building. Seek experts view and advice to safeguards tenant and steps he needs to take to be declared as holding vacate home.
