Consult A Local Good Advocate and Serve Notice and Proceed for Cancellation of Relinquishment Deed Before She Could Create any Encumbrance basing on it.Now the Time is More Valid in your Case .As there is No Money Transaction Involved and it is a Breach of Trust by your Sister you would have a good case. Any how Sorry to say you have a good sister.

It is difficult, show the documents to local lawyer to explore any technical drawback in the document if any.
