Regarding 1 + 1 slum eligibility in sra project in mumbai

hi i am bhavesh bhanshe living in kurar village, malad east, mumbai 400097, having query regarding slum in mumbai which is 1 + 1 chawl (slum). my room is on 1st floor. builder who has taken sra project in my area says 1 st floor is not coming in sra project. i am living there from 1986 in pagdi system 1+1 chawl.

is the 1st floor eligible for sra?
builder can allot the flat?
or
what should i take action for my right?

This matter comes under the provision of The Maharashtra Slum Area (Improvement , Clearance and Redevelopment ) Act 1971

First -- For Act to get applicable on your Plot you there should be valid declaration in Gazette that your area is declared slum area. Slum department has Gazette notification and Site Plan of Slum

Once it is confirmed

Second -- Whether you have Photo Pass issued under Chapter 1B of the act ?

Third -- Whether your name is in register maintained by Slum department of register issued Photo pass

Fourth -- Information about Photo-Pass required

i got flat on lottery system base even if i was living at 1st floor. builder hand over the flat and given lottery paper.
I lived there 15 days after that builder people and mayor of the area vacant the flat as they want the flat to be sold to mayor daughter. and they did as they have power they cheated, abused, Threatened. just giving us 6 lakhs they have taken agreement signed also taken indemnity letter.

i complained to sra office and police station but there is no response from SRA office and police station given me letter to case in divani court.

any helf for next step.
is civil court expensive.
