Applies to all employees; in fact the district collector of the district is the competent authority to examine, the minimum wages.
When amended from that day it came to commencement of the notification the minimum wages is applicable,to every employee even casual labor in any company, other than domestic servants for they re covered under different Act.
In fact , casual labor abolition idea came into being in 1971; but when continued though regulation and abolition Act is not yet abolished, it is a great defect of government, as govt went on Economic reforms that way it also engages casual labor, you raised a pertinent issue under Minimum wages it.
You first issue Notice to the District collector why minimum wages is not stabilized at rs.10,000 p m for workmen or employees, on receipt of his reply or other wise you may issue similar Notice to the chief secretary of the state government; or when you issue Notice to the district collector u/s 80 of CPC 1908.
You may do yeoman's service to the poor labors.

After all today rupee value is much less compared to the one when minimum wages Act was promulgated, so it is opportune time to raise the issue u/s 80 Notice the collectors of the district as well as the chief secretaries of the relevant states, to correctly increase the minimum wages post haste, no citizen can go hungry of food, an essential ingredient for life and living under Art 21.
